Budget 2021-2022 – Measures concerning the Registraire des entreprises

In accordance with Budget 2020-2021, Bill 78, An act mainly to improve the transparency of enterprises, was tabled in the National Assembly on December 8, 2020. Budget 2021-2022, presented by the Minister of Finance, Eric Girard, on March 25, 2021, is in continuity with the bill. The budget provides for $8 million to be invested in the Ministère du Travail, de l’Emploi et de la Solidarité sociale (MTESS) between now and 2025-2026, to continue implementing measures to improve the transparency of enterprises. These measures aim to:

  • help businesses comply with their new obligations;
  • scale up the Registraire's oversight, compliance, quality, inspection and investigation activities;
  • put in place a technological solution to ensure data reliability and improve the efficiency of information sharing.

These measures will increase compliance with the new obligations under the Act respecting the legal publicity of enterprises through better guidance and support, and exceptional change management. Furthermore, improved oversight, compliance, quality, inspection and investigation activities, as well as the consolidation of data from different sources are essential for optimizing the quality and reliability of the information in the enterprise register.

These measures aim to increase protection for the general public by providing access to more information in the register and to contribute to the fight against tax evasion, money laundering and corruption.
