2020-2021 Budget – Measures concerning the Registraire des entreprises

In keeping with international efforts to combat tax evasion, tax havens and money laundering, the Gouvernement du Québec wishes to increase corporate transparency by enhancing the information contained in the enterprise register, thereby improving its quality and reliability.

On March 10, 2020, the Minister of Finance tabled the 2020-2021 Budget, which grants $4.9 million to the Ministère du Travail, de l’Emploi et de la Solidarité sociale (MTESS) until 2024-2025 in order to implement new measures aimed at expanding corporate transparency.

The measures are as follows:

  • Require enterprises doing business in Québec to declare information concerning ultimate beneficiaries in the Registraire des entreprises
  • Make it possible to search for natural persons by name in the enterprise register

More than ever, the enterprise register will set itself apart by the accessibility and quantity of the information it contains. It will still be possible to find legal information about enterprises and that can be used against third parties; however, users will also be able to find information about ultimate beneficiaries and individuals with significant control, as well as search for natural persons by name and address.

The new measures are aimed at maximizing corporate transparency while protecting the privacy and personal information of individuals as much as possible.
