The role of the enterprise registrar
The enterprise Registrar helps protect enterprises, associations and the public in their economic and social relations by acting as an officer to administer the law governing enterprises and their activities, e.g. the incorporation of legal persons and the naming of enterprises.
The enterprise registrar is an institution
Legal publicity
To this end, the enterprise Registrar maintains a public register in which is filed and disseminated key information on associations and enterprises incorporated in Québec or that engage in activities there. This information is proof of its contents.
Incorporation of legal persons
The enterprise Registrar also contributes to Québec’s economic and social development and protects Québec’s socioeconomic stakeholders by administering the legislation governing the constitution, organization, operation, liquidation and dissolution of the vast majority of legal persons in Québec, and by providing interested parties, in particular investors, with compilations of information on file in the enterprise register.
Role of the government
The enterprise Registrar’s role also consists in fostering the government’s administrative efficiency and in facilitating communication between the government and associations and enterprises by:
- assigning the Québec enterprise number (NEQ);
- transmitting information to departments and bodies of the gouvernement du Québec that administer public programs for enterprises.
Service delivery of the enterprise Registrar
The enterprise Registrar’s activities are carried out through service commitments made public by Revenu Québec, which also reports each year on the results attained in its annual management report (since 2007-2008).
The enterprise Registrar’s services are provided through different channels to facilitate access to them and simplify the administration of enterprises. Since 2006, over 80% of the enterprises registered in the enterprise register have paid their annual registration fees when they file their annual income tax return. These enterprises, which are eligible for the combined filing, may also, as the case may be, confirm on their income tax return that the information in the enterprise register is up to date.
The enterprise Registrar offers its clientele an array of easy-to-use online services that cover virtually all of the services offered.
The enterprise Registrar’s clientele can obtain general information on these services and support from Services Québec.
The clicSÉQUR express government service offers support concerning the assignment and use of the access codes required to effect online transactions.
In the specific case of natural persons and associations, it is possible to register at certain Revenu Québec and Services Québec points of service.

The enterprise registrar is a public officer
The enterprise registrar is an employee appointed by the Minister of Revenue to perform the duties stipulated by the Act respecting the legal publicity of enterprises or a law that refers to the enterprise registrar.
Yves Bannon, Director of the enterprise registrar, has occupied the position of registrar appointed in the Direction générale de la législation, des enquêtes et du Registraire des entreprises at Revenu Québec since July 3, 2007.
